WHEN THE GOVERNMENT WOULD ENACT LAW TO STOP KILLING OF PUBLIC IN STAMPEDE


                When the government will come out from  long slumber to frame law to safeguard the lives of masses of country from dying  in stampede at religious congregation.  No FIR is registered against the culprit responsible for the death of  person died in stampede due to fear of loosing votes, which is main cause of repetitions of such types of death in India, and if it is registered, no logical action is taken.

For the last ten years more than 1200 devotees have died in different  stampede took place at different place in India but government till date, never attempted to apply his mind to  frame any  law which restrict the numbers of devotees at any time at any particular place and to fix the responsibility on the organisers for lack of emergency medical arrangement.

At RamLila ground, Ramdev followers were beaten because they have increased the numbers beyond 5000 thought the capacity of the ground is more than 1,00,000. than how government allowed congregation of nearly 2,00.000 devotees

 At Haridwar, yesterday, in a function organised by Akhil Viswas Gayatri Parivar, at least 16 devotees died while performing Yajna(Havan)  and more than 50 injured. How the government is allowing such type of Yagna with a devotees of 2 lacs where it is certain that due to fumes many devotees can die with suffocation- it is clear that where there is fire, there is suffocation.

Questions arise, who has given the permission?  What action was taken against the organiser for calling and getting assembled so huge public show without getting required permission from the authority?

There are many burning question coming into one’s mind, Why government is paying financial help to the kin and kith of the deceased? Isn’t public money being wasted for the fault of the organisers? When the organiser would be charged to compensate the government money?.   
  
Needless to mention, that two years back, similarly, many devotee died in the Karpalu Ji Maharaj Ashram while performing sharada of his mother. Nearly 104 devotees died in Kerala at Sabarimala Shrine on January 14 of this year and so many occasion, more and more, people are dying in road while going to religious places to perform pujas etc in an accidents when trucks carry illegal passengers turn turtled but government did not stop them to travel beyond the capacity in any type of vehicle. 

It is usually consider,  “A stampede is an act of mass impulse or fear among  a crowd of people in which the  crowd collectively begins running with no clear direction or purpose with some sort of fear or public phobia.”

In an  annual Muslim Hajj in Mecca, Saudi Arabia, which is attended by millions of pilgrims, there devotees hves many times suffered from stampedes, but no fool proof arrangement was ever made to save public from stampede. 

It is noted that the worst stampede in recorded history took place in Chongqing, China, during World War II. Japanese bombing of the city on June 6, 1941, triggered mass panic at an air raid shelter, killing approximately 4,000 people, most of them by suffocation.

Prevention
By enactment of new law, the organisers must be instructed to take prior permission before calling huge public in any function or congregation, and make  appropriate arrangement so that the density of person per meter could be restricted, secondly, the law be framed that in case of any causality, the compensation will be meted out by the organisers not by public money. The public must be arranged in barricaded as per law, and every thing should not be left on organisers only..............RAJ VIJ
