I Gave 6 Suggestions To PM To Remove Corrupt & inefficient Civil Officers To Make Them Effective & Answerable

           The red tapism and corruption are ornaments of civil services. There will be hardly any IAS officer,IRS,IES, IFS or IPS officer who does not have abundant unaccounted assets and farm house in his or his relative names despite gubernatorial salary. Due to personal greed and lust for money, they are main instrumental for leakage of the government tax besides taking mining contract on pseudo another’s names besides collecting money from criminals resulting increase in criminal uncontrolled activities.

The politician bosses are unable to take any stern action against the civil servants and have to depend upon them because they also need fund and knowledge for day to day working of their party’ activities and governance respectively. The Government also fears to take action against them because their government life's span are for 5 years while the job security for civil services are for 60 years.......which is main cause of rampant corruption the tehsil, Municipal committee, electricity boards, Civil supply, CLU department, health department etc.

The politicians are so much dependant upon them that even after their retirement either they, the retirement of corrupt civil servant are extended or they are given gubernatorial jobs like chairman of any government institute or RTI commission etc. to keep their mouth shut against the government ill-functioning.

For example, 4 days ago, the prime minister Narendra Modi extended services the of their loayal secretaries like Mr. P K Mishra, additional principal secy to PM, NSA Ajit Doval, ... principal secretary respectively to Prime Minister Narendra Modi with Cabinet minister rank till Mr.Modi remins prime minister........ as if there is dearth of honest and inteligent officers left or any competent officers amongst IAS or IPS.  The government had also extended the term of Cabinet secretary PK Sinha by three months. .... Their appointments will be co-terminus with the term of the Prime Minister, it said. 
Earlier, the government had reappointed Ajit Doval as the national security adviser (NSA) for a second consecutive term and also elevated him to the rank of a Union Cabinet minister. Similar conditions of extending the retirement age of their loyal officers of chief minster are prevalent in all states

 The fraud in NDA's govt specially after introduction of  GST and banks department will continue. As per one estimate, there is more than 90,000 Crores of fraud in GST and Rs.70,000 Crores of custom duty fraud by businessmen every years. Recently, the government of India issued data that since 2014 to 2019 in Modi 1.0 ‘s regime, there are approximately 1.35 lacs crores of rupees’ frauds have occurred in different banks.

Such type of fraud will continue to happen in India unless the government  takes so many hard steps  to remove defunct and corrupt officers from their services after completion of 45 years age.  The coruption and redtapism in government 'departments shall not stop unless we take major steps in civil services of like IAS/IPS/IRS/IES/ Doctor/ Engineer to make their services fragile and answerable.

While availing the opportunity granted to me “to send direct message to prime minster Narendra Modi,” I had suggested A to Z suggestions to be carried out-like withdrawal of security, stoppage of trade with Pak and Bus route through Muzaferabad, Srinagar including air strike on terrorist camps at Balakot situated across the border to Prime minister of India Sh. Narendra Modi after terrorist killing attack on our 42 brave heart CRPF’ forces at Pulwama in Srinagar.

Similarly, I had suggested to prime minister many steps on March 19, 2018......... to improve the efficiency of all Civil officers and create fear in their mind for discharging duties or dismissal of their services in the interest of masses and nation so that they loose graduity and pension due to dismissal................. and implement the policies efficiently of the any government in saddle.

So, I suggested to prime minster  that 'the rule of civil services which were designed by British rule as such that no body can harm English civil’ servents. But with the change in corrupt and sluggish attitude of the civil servants, they must be dismissed so as to as  make civil services effective and efficient. I suggested to bring the following changes which are required in the services rule of civil services : -
  1. The State cabinet Minister must have power to suspend civil and IPS servant without central government’s permission and intervention as they work under state's government not under central government..
  2.  The rule must be framed to remove their services through high court or directly by primie minster's office 'on corrupt and ineffective charges without intervention of Home ministry and UPSC'
  3. Civil servant's job should be for  'Short service commission for 5 years' alike in army, and should only be continued further on the basis of integrity's and effectiveness duty performance and responsive only when recommended by MLA’s , MP and ministers pf the relative state.
  4. The civil servant must be chosen directly from Indian Institutes of Mangement alike the private corporate who are paying 1 to 2 crores of packages to efficient students ....so why the he government shirk to give direct appointment for Indian Administrative services. Last years after giving suggestion, the goverment appointed 10 secretary directly who had achieved 45 years of age and has efficient records of duties in the corporate sector sidelining IAS’ officers for these post to make government for response to the masses.
  5. All civil servant must served army for 5 years before joining in respective states with rank of Captain to make them more obedient and discipline.
  6. If any civil servant is found in mal-practice and corruption, his services be treated as dismissed from the date of FIR filed against him or indicted by the 'High Court' unless cleared by court.

The Prime minster Narendra Modi's government has already worked on my two suggestions, firstly, the government took 10 secretary from the corporate  sidelining IAS’ officers, secondly, recently......... 'at least twelve Indian Revenue Service (IRS) officers have been removed from their service  in the light of serious corruption charges against them, official sources said. These include chief commissioners, principal commissioners and commissioners.
Many of these officials against whom the Fundamental Rule 56(j) of Central Civil Services (Pension) Rules, 1972 for compulsory retirement have been invoked, had earlier been arrested by the Central Bureau of Investigation (CBI) on charges of amassing wealth disproportionate to their income. Other have been facing vigilance inquiries.
Though 56(j) that provides for compulsory retirement of government staff in public interest has existed for several decades, it has sparingly been invoked and authorise government to discharge corrupt and inefficient officers from their duty after completion of 50 years.

On 18th June, 2019, after sacking errant income tax officers, the goverment Tuesday dismissed from service 15 senior customs and central excise officials, including one of the rank of principal commissioner, on charges of corruption and bribery. 

"These officers either had corruption cases registered against them by the CBI or were involved in bribery, extortion and disproportionate assets cases, Finance Ministry sources said. Among those dismissed include Principal Commissioner Anup Srivastava, who was serving as Principal ADG (Audit) in the Central Board of Indirect Taxes and Customs (CBIC) in Delhi, and Joint Commissioner Nalin Kumar, the order said."

"It is further suggested that the age limit under Rule 56(j) to dismiss services of 'corrupt and inefficient civil servants, be reduced to 45 from 50 years to make vulnerable their jobs by parliament amendment."

The first Narendra Modi government made an attempt to make use of this rule but it could get only about 230 officers to leave government service before their scheduled superannuation on grounds of non-performance/lack of integrity. This time round, the axe could fall on a few thousands at least, sources said.

It is given to understand that a list of 1400 corrupt and ineffective officers have been prepared to remove them from their services after giving my 6 suggestions to prime minister to improve the effects of services of civil services and make them effective and answerable to our nation.
